ISKP Intelligence and Military Chief Killed in Kabul

In a high-profile attack that was carried out against the backdrop of recent meetings between Pakistan and the Afghan Taliban to address renewed threats posed by banned Tehreek-e-Taliban Pakistan (TTP), the intelligence and military chief of ISKP, Qari Fateh, has been killed in operation in Kabul.
He was a crucial figure in ISKP operations, characterized by targeting diplomatic missions in Kabul and attacks on local civilians, including a bloody attack on a maternity ward in May 2020 that killed 24 people. ISKP has also claimed responsibility for the attack on a university in November 2021 that killed 22 people.
ISKP is a transnational Salafi-jihadist group active across the region, especially in Afghanistan and Pakistan. It seeks to establish a Caliphate based on sharia law and expand its presence as Muslims worldwide and across Asia and Africa join it.
Its members are often recruited from rural areas and have links to other extremist groups in the region, such as al-Qa’ida and Daesh. The group has a long history of cross-border activity, with many members of its leadership having previously worked with ISIS or other pro-Islamic State organizations in Syria and Iraq.
The Taliban is concerned that ISKP will threaten the country’s stability as a domestic Islamic extremist group. In particular, the Taliban fears that ISKP will use its presence in Afghanistan to gain international attention and advance the cause of a global jihadist movement.
As a result, the Taliban has taken aggressive measures to counter ISKP, such as arrests and killings of ISKP leaders. However, analysts note that ISKP remains an indigenous threat to the Taliban and can still launch attacks on the international community and the Afghan government. The group has stepped up its operations since the U.S.-Taliban agreement in February 2020 and has gained significant ground nationwide.
In addition to establishing a solid foothold in eastern Afghanistan, ISKP has gained strength in other parts of the country. This includes urban centres such as Kabul and areas dominated by the Hazara and Pashtun communities. The group has also been accused of attempting to recruit Hazaras in Afghanistan. It has a history of exploiting regional tensions, including the ongoing conflict between the Taliban and China, Iran, Pakistan and Russia.
Despite these efforts to disrupt and dismantle ISKP, the group can still carry out significant attacks that severely threaten the Afghan security forces and civilians. It is, therefore, essential to sustain pressure on ISKP by denying them space to shelter and recruit after heavy losses and by enhancing Afghan security agencies’ cybersecurity and electronic intelligence capabilities.
This strategy would also help bolster the capacities of Afghan forces at the frontline, where ISKP has a significant presence. A relentless offensive on ISKP bases in the border regions with Iran, Pakistan and Russia is also necessary to deprive the group of territory and resources in these volatile territories. It would also serve as a deterrent to potential ISKP attempts to relocate into the frontier regions of Afghanistan.
